The Bramhaputra river provides ample water in the region. since land is mountaneos they usually do not have long standing floods but in the initial monsoon periods there are floods in the region.

I do not think that Pakistan is in the Himalays side as in the Himalayas side there is china and you can say that it protects us from China and also from cold waves which would have come down to India.
